Abstract

This study aims to analyze the implementation of goods and services procurement through the e-catalog at the Jember Regency Industry and Trade Office and identify obstacles to optimizing its use. This study used a descriptive qualitative approach, with data collection techniques through observation, interviews, and documentation. The results indicate that the adoption rate of the e-catalog is relatively high, with usage reaching approximately 80% of total procurement. However, the main findings of this study reveal a gap between the adoption rate and the level of system utilization optimization. The implementation of the e-catalog still faces various obstacles, including system disruptions (errors), limited user technical competence, and a tendency to prioritize decision-making over long-term benefits. From a good governance perspective, the e-catalog has contributed to increased administrative transparency and accountability, but has not yet fully achieved substantive transparency and strategic effectiveness in procurement. Therefore, this study confirms that the success of e-catalog implementation cannot be measured solely by the adoption rate but must also be assessed by the extent to which the system is able to improve the overall quality of procurement governance.
